Ray Palmer (1910-1977), controversial editor of Amazing Stories in the 1940s, championed as true Richard Shaver's stories that featured an underground civilization with advanced technology manipulating the Earth's human population. When the pulp market crumbled, Palmer began to promote the mystery of flying saucers.
